That is one of the contents proposed by the Ministry of Industry and Trade regarding the adjustment of Power Plan 8.

Deputy Prime Minister Bui Thanh Son said that the revision of Power Plan 8 is an urgent task. Accordingly, it is necessary to maximize the development of renewable energy sources according to the potential and strengths of each region; reasonably develop inter-regional and inter-regional power transmission lines, contributing to minimizing the cost of electricity production for the entire system… In particular, encourage economic sectors to participate in investing in power development, including investment in the transmission grid, on the principle of fair competition and implementation according to the market mechanism on electricity purchase and sale prices, ensuring the harmony of interests of all parties and meeting the development requirements of each region.

Due to the huge demand for investment capital for the electricity industry, an average of about 27 billion USD per year in the period of 2026 – 2030, Deputy Prime Minister Bui Thanh Son emphasized the need for breakthrough solutions to mobilize investment capital.

At the online conference between the Government and 63 provinces and cities on February 23, the Ministry of Industry and Trade proposed to soon develop a list of urgent projects for the 2026-2030 period and accompanying mechanisms to accelerate the implementation of these projects. Issue a mechanism to encourage the development of solar power and wind power sources, especially in the North.

Along with that, it is necessary to develop and perfect legal policies on electricity prices such as two-component electricity prices for both electricity consumers and power sources; ancillary service prices; and sanctions for projects that are behind schedule.

Notably, according to information from the Ministry of Industry and Trade, many localities have proposed to add solar and wind power sources to the adjusted Power Plan 8 to attract investment, helping to achieve the double-digit growth target. Specifically, Dien Bien province wants to prioritize the development of renewable energy, especially wind power and solar power in disadvantaged localities, creating conditions for them to attract investment resources and achieve growth targets; Da Nang and Hai Phong forecast that the demand for electricity consumption in economic zones, industrial parks, and data centers will increase; Lam Dong province wants to become a center for training high-quality human resources in nuclear energy…
